Policy research

Medicaid Agent

A research tool for questions about North Carolina Medicaid policy, built around a simple requirement: the reader should be able to check the answer.

A policy question rarely ends with finding one document. You need the right policy, the relevant section, and enough context to understand what it says. An answer that sounds confident can make that work harder if you can't trace it back to the source.

Medicaid Agent brings public policy documents into a research workflow. It finds relevant material, drafts a cited answer, and checks whether the retrieved evidence supports the text before releasing it.

Reading an answer

The intended workflow starts with a question in ordinary language. Instead of returning a list of documents alone, the tool puts an answer alongside references to the policy material behind it.

Those references are part of the work, not decoration. A reader can follow them, inspect the wording, and decide whether the answer applies to the question they actually meant to ask. If the evidence doesn't support an answer well enough to release it, the system returns a notice rather than the unchecked draft.

Why checking the sources matters

A real citation can still support the wrong answer. A model might misread a condition, cite the wrong section, or present a paraphrase as an exact quotation. Finding a document and understanding it are different problems.

The design separates drafting from release. If a check finds a problem, the system can revise the draft and check that revision before a reader sees it. The same concern extends to conversation history: an unchecked draft shouldn't become trusted context merely because it was saved.

Longer research also needs to survive an interruption. The system keeps the questions the user approved and the limits on how much work it may do, so resuming a task does not quietly expand it.

A research aid

The project supports policy research. It doesn't make an individual's eligibility decision. Sources remain available for a person to inspect and interpret.
